Pigeon called = Open side cutters (in this case #6 and #7) are activating.

Step 3

#6 (inside cutter on the open side) cuts first in the OPEN side slightly, to engage the Poach. (Meanwhile, the #7 or outside of the OPEN side cutter can slide into the middle a bit more by a few steps)

Step 4

The un-Pigeon side (#4, #5) goes deep to clear the break side space, the Pigeon (#6) keeps cutting to the break side, and the Fill cuts directly into the space created to receive the disc
